This takes time, resources and is very expensive so nobody making cheapo knock-offs would go to the expense and effort of submitting their clubs, only to see them rejected.

Take a driver for example. For a driver to be conforming, it has to have a volume of 460 cc maximum. It's not sufficient for a manufacturer to claim their drivers are no bigger than 460 cc. The USPGA and the R&A have to say they aren't. If they are under the limit, they go on the Conforming Driver lists. If they do measure over the 460 cc limit, they are placed on the Non-Conforming Driver lists.

A word to the quick here. Some manufacturers of second-rate knock-offs proudly proclaim their drivers are conforming pointing to the fact that their drivers are not on the non-conforming lists. That simply means they haven't been submitted for testing. If a club conforms, it's on the conforming list. If a club isn't on the non-conforming list, that doesn't make it conforming.

Designing and creating conforming clubs takes a lot of skill and attention to details. Get the build process wrong by a fraction of a percent and the clubs could well end up being non-conforming. Size isn't the only limit the rules make. With limits on club-face rebound for example (Coefficient of Restitution) potentially influenced by even a minimal variation in thickness of the driver face, quality control is crucial.

Clones from respected manufacturers conform to the rules of the game and will be a lot easier on your wallet. Manufactured from the same materials as the big golf companies and with the same (or better) shafts, these are top quality clubs that will make the game that much more enjoyable. As an added benefit, many of the big companies offer their clubs with custom fit options.

What you get is a set of top quality, conforming, custom built clubs that will play ever bit as good, if not better, than a set of costly off-the-rack OEM's. What you won't get is the price tag.

And that's not a bad result for a set of custom golf clubs.
